Iljimae bercerita tentang pahlawan berpakaian hitam dan bertopeng pembela rakyat atas Tindakan kezaliman raja beserta kroni-kroninya, yang berkuasa. Iljimae kerap melakukan aksi perampokan di rumah-rumah pejabat istana lalu membagi-bagikan hasil rampokannya pada penduduk miskin. Iljimae melakukan aksi tersebut karena dilatarbelakangi kisah balas dendamnya terhadap pembunuh ayahnya yang dilakukan oleh sebuah kelompok bernama Jeonwoohoe. Iljimae hanya mendatangi dan merampok di rumah para anggota Jeonwoohoe. Dalam setiap aksi perampokan yang dilakukannya, Iljimae selalu meninggalkan lukisan dan setangkai bunga Mae Hwa sebagai penanda di rumah-rumah yang dirampoknya.
